Solution Every importer pays customs duty according to the regulations of his country.  It cannot be prepaid.  For U.S. orders on parcel post shipments, duty is paid to mailman on delivery.  On freight shipments, it is paid through a Customs Broker.  Inexpensive individual parcel post shipments may be passed duty free upon the discretion of customs.  Each product has its own duty rate.
